The International Neuroscience Institute (INI) in Hanover was founded by Professor Madjid Samii in 2000 based on his excellent philosophy of neuroscience. On the eve of the New Millennium International Expo'2000, which was held in Hanover, Professor Samii invited over 100 VIP guests from all over the world and high-ranking officials from the German government to attend the Hanover-INI Inauguration Ceremony. INI-Hanover is proud of Hanover City. As a private medical institute, the idea was initiated in 1990, the construction started in 1998, and the construction was completed in 2000. Siemens Company, banks, and Professor Madjid Samii hold 1/3 of its shares. The administrator is a medical management company, which oversees the administration of 77% of the hospitals in Germany. The annual maintenance fee of INI-Hanover is 270 million Euro.
There are 150 ward beds for neurosurgery, of which all patient rooms are single- or double-bed. A VIP ward is also available. Most of patients are covered by private medical insurance and about 1/3 of the patients reside outside of Germany.
A private special hospital with more than 150 ward beds is rare in Germany. The world renowned neurosurgeon, Professor Samii, attracts severe and difficult-to-diagnose patients, as well as celebrities in search of treatment at INI-Hanover. Features of the building INI-Hanover is a unique building with the shape of a skull, with an ellipse outline and hollow circle structures inside. The lighting of the building is excellent. The area of the building is 17,000 square meters with 8 levels above ground and 1 level underground. Functions and structures INI-Hanover serves neurosurgery patients worldwide. Surgery for inpatients is its main function. There are also departments for research, teaching, and outpatient clinics, as well as an emergency room. The suggestion for construction of China International Nueroscience Institute
In 2003, Professor Samii expressed his idea to found an INI in China cooperating with Xuanwu Hospital. Finally, a location on the southern side of Xuanwu Hospital was agreed on for the building of the China-INI .
Xuanwu Hospital of the Capital Medical University was founded in 1958, she is now a large Grade 3 and Class A comprehensive hospital featuring clinical practice and research on neuroscience and geratology. It undertakes the tasks of medical treatment, teaching, scientific research, prevention, health care and rehabilitation. Our hospital is one of the bases for introducing neurology to the new China. Our hospital is the cradle of neurological physicians in China.
Our hospital has 1,081 beds. It provides outpatient services to 5,000-6000 patients every day. The hospital has 2,000 employees, including 287 senior professional and technical personnel and 32 specialists who have made great contributions to academic research and enjoyed special government allowances.
The hospital has 34 clinical departments of traditional Chinese and Western medicine and 14 medical technical departments, of which such disciplines as geratology neurology, geratology neurology through integration of traditional Chinese and Western medicine, microinvasive neurosurgery, neuropathology, general surgery, blood and medical imaging are key disciplines in Beijing. It has five research institutes, one high-tech laboratory, nine laboratories for basic medicine, four laboratories for clinical medicine and eight technical platforms.We have high-grade precision equipment for diagnosis and treatment, including PET, magnetic resonance imaging apparatus, spiral CT, SPECT, Double C-arm DSA, color Doppler apparatus and automatic biochemical analytical instrument.
Our hospital is the No. 1 Clinical Medical College of the Capital Medical University, The Nursing College and the College of BiomedicaI Engineering of the University are located here. Our hospital is responsible for training junior college students, undergraduates, graduates with the master's and Doctoral Degrees and post-doctors.
Xuanwu hospital conducts extensive exchanges and cooperation with the World Health Organization (WHO), the United Nations Fund for Population Activities (UNFPA) and the United Nations Development Program (UNDP) and medical research institutes in the United States, Japan, Italy, France, Australia, Canada, Holland, Sweden and other countries.
Mr. Jin on behalf of the Beijing Government and Professor Zhang Jian on behalf of Xuanwu Hospital signed the Cooperation Agreement with Professor Samii on 21 st July 2004 incidentally the same date when Hanover-INI was inaugurated 4 years ago. What a good-omen coincidence! It looked as if history was in favor of our collaboration.

On 21 July 2004, the government officials from both sides attended the ceremony to sign the “The letter of intent in cooperative establishment of China-INI.” The superintendent of the Xuanwu Hospital, Professor Jian Zhang, and the Head of INI-Hanover, Professor Madjid Samii, signed the letter of intent. The Mayor of Hanover, Herbert Schmalstieg, and the Head of the Beijing Municipal Bureau of Health, Da-Peng Jin, also attended the ceremony.
The establishment of China-INI is an important action of the Xuanwu Hospital that converted a simple academic communication to a substantial cooperative academic institute. It is the action of converting short-term academic communication to perennial international communication in medical service, teaching, and research. It means that the Neurological Surgery Department of Xuanwu Hospital will cooperate with the top institute of the world in neurosurgery, which definitely will promote the development of neurosurgery in China.

In November 2004, the course that had been postponed due to the SARS epidemic, was finally convened in Beijing. Professor Samii brought his whole family together with RABISHONGOI, CHOUX, an anesthetist, a nurse and a test superintendent. They gave lectures and performed demonstrations. At the opening ceremony, Mr. Jin Dapeng granted Prof. Samii a permanent license to perform medical services, hence becoming the first foreign doctor with such a life-long license in China. Mr. Zhang Jian, Director of Xuanwu Hospital, invited him to be the director of China-INI and the Principal of the Capital Medical University conferred him Honorary Professor. And Mr. Wang Qishan met with Professor Samii in Beijing 。

Mr. Zhu Qinsheng (Vice-Minister of the Ministry of Health), Mr. Jin Dapeng (Director General of Beijing Health Bureau), Mr. Lü Chaofeng (Principal of the Capital Medical University) and Mr. Zhang Jian (Director of Xuanwu Hospital) together with more than 200 Study Course participants, attended the China-INI Inauguration Ceremony in Jingxi Guest House and the accompanying news conference. Professor Ling Feng of the Chief of Neurosurgery Department of Xuanwu Hospital chaired both events. In the ceremony, the Head of the Beijing Municipal Bureau of Health, Da-Peng Jin, granted the permanent license to Professor Samii for medical practice in China.
